Prior to June 2011, about 90 percent of the City of North Las Vegas' (City) wastewater flows were treated in facilities owned and operated by the City of Las Vegas, while the other 10 percent was handled by Clark County. In 2005, City officials decided to move forward with the design, construction and operation of their own Water Reclamation Facility (WRF) to accommodate population growth, to produce reuse quality water for local use, and to avoid the rising cost of wastewater treatment under contracts with other utilities. The City's Wastewater Master Plan recommended the WRF have an initial capacity of 25 MGD and ultimate capacity of 50 MGD. Preliminary engineering work was conducted that defined the plant flows and loads, anticipated effluent requirements, selection of MBR as the preferred process technology, solids handling alternatives, reclamation and reuse opportunities, and environmental considerations.
