Implementation of a “Process” CCTV System for Operability and Safety

This paper reviews the implementation and development of a process CCTV system for a large refinery as part of a multi-unit upgrade project. One of the justifications for the addition of the system was the safety aspect that CCTV could add to unit operations. Operators in the main and local control rooms are able to have a view of the units at all times and, especially, where there is an upset condition preview the unit that may be hazardous for an operator to enter. CCTV cameras were included at the entrances to local control buildings with the cameras aimed away from the buildings. This gives the local operators in the control buildings an opportunity to survey the area outside the building before exiting in an emergency or upset condition. This paper will review the equipment details, discuss how the system was developed, and review a block diagram of the overall system.
