Transnational pipelines are complex ventures, as different countries have different interests. 2. Complex political baggage of disharmony and discord. 3. Routing of the pipelines often encounters difficult terrain and politically, environmentally sensitive areas. 4. Challenges of such magnitude require the mobilization of huge financial and technological resources from international sources and an atmosphere of mutual trust and confidence. 5. Given the requirement of large investments, it is a challenge to design financing schemes that work. 6. Multilateral financial institutions like the World Bank and ADB can play a key transitional role in such projects. 7. Over and above, there is a need for a high level of commitment by all the participating countries for establishing sound regulatory and pricing policies.
