Reliability of urban public transport and strategic and tactical planning: A first analysis

Poor schedule adherence in urban public transport is a well-known problem. Other traffic, variability in number of travellers, behaviour of drivers are all sources of deviations of the timetable. In this paper a quantitative analysis is made of the reliability of urban public transport, using a case study: the buses and trams of the city of The Hague. Distributions of driving times, punctuality and regularity are analysed at the network level as well as for some specific lines. Furthermore, this paper explores options to improve reliability already in the stage of designing the network and timetable. To do this properly feedback from operational to strategic level is needed. Next to that the possibility of predicting the effect of measures should exist at the planning stages. Therefore research on the mechanisms about reliability in the different stages of public transport is needed.
