Service Provider can merge PSTN into packet based service (NGN : Next Generation Network) using the Softswitch and Media Gateways. To provide voice and data service through the merged NGN packet Network, Service Provider should set the strategy for merging PSTN and packet network. And there are two strategies for merging generally. The one is changing a class 4 exchange with a Trunk Gateway as a first step and changing a class 5 exchange with a Access Gateway as a second step. And the other is changing a class 5 exchange with a Access Gateway and a class 4 exchange with Trunk Gateway simultaneously as a first step. This paper shows the results of the simulation for the calculation of the required number of NGN facilities and suggests what kind of strategy is suitable for reducing the NGN building cost based on the simulation results. We could get the input data for the simulation from the specified Service Provider's specified area in Korea and this paper's results was adopted to the NGN merging strategy of the specified Service Provider. But, we couldn't announce accurate Service provider name, detailed merging strategy and adopted area because we have to keep the provider's security. However this paper's result could help establishing service provider's NGN strategy.
