From Global to National: Impact of International Cooperation on National Earth Observation Policy

The Group on Earth Observations (GEO) is an intergovernmental body that focuses on building the Global Earth Observation System of Systems (GEOSS). Since GEOSS consists of multiple systems contributed by its members, participation in GEO encourages member countries to implement more coordinated Earth observations both domestically and globally. The purpose of this study was to analyze how international cooperation in Earth observation affected the implementation and planning of national or regional Earth observation policies by examining GEO. This study explored the development of domestic coordination mechanisms and initiatives contributing to achieve GEOSS within the United States, Japan, and Europe, the regions that have led the establishment of GEO. The analysis indicated that the establishment of GEO influenced national or regional policies and promoted the coordination of Earth observation activities within these regions, but that there is still potential for improvement. This study also discussed the organizational structure of the coordination mechanism as a possible factor in affecting influence.
