An initiative by the HIV/AIDS Bureau in the Health Resources and Services Administration, U.S. Department of Health and Human Services, supported four demonstration projects that tested different models of end-of-life care delivery and service provision to medically underserved and hard-to-reach individuals with HIV/AIDS in the United States. A unique feature of this initiative was the establishment of an evaluation and technical support center to establish the evidence base for palliative services with these populations. The center's successful monitoring and evaluation effort was informed by the goals of palliative care. It was developed through close collaboration between the treatment team, methodologists and program planners, and integrated into the care delivery system to minimize impact on services.
