The STAR Project: A Comprehensive HIV/AIDS Response Along Cambodia's Highways

The changing epidemiological pattern of HIV/AIDS in Cambodia led World Vision Cambodia to implement highway-based HIV/AIDS interventions among uniformed personnel, factory workers and youth, starting in 2000. These Strategic AIDS reduction (STAR) projects provide a comprehensive HIV/AIDS response through peer education, community outreach, voluntary testing and counseling, home based care, self-support groups, capacity building, media and advocacy. Quantitative and qualitative studies indicates that the project is successful. Key success factors include networks of People Living with HIV/AIDS, their families, communities, religious leaders and government; an ABC (abstinence, being faithful and consistent condom use) approach consistent with Cambodian family values; and reduction of stigma and discrimination.
