ASSESSING THE IMPACTS OF FREIGHT TRANSPORTATION ON HIGHWAY CAPACITY

This paper examines the sufficiency of capacity of the highway transportation system in meeting forecast freight demand in the next ten years. Several performance measures are used in assessing highway capacity. The analysis is based on an analytical framework that is implemented within a GIS platform thus allowing visual display of outputs. Time-of-day variations in traffic were considered in the capacity analysis. The analysis identified segments of the highway system that are currently experiencing congestion problems and those that are likely to be congested in the next ten years.
