When Everything Is Changing: An Interim Approach To Design and Installation of a GCCS to Achieve NSPS Compliance

Though regulatory compliance is by far the most important factor that should be addressed by any GCCS design, operational and fiscal suitability are also key considerations. Innovative thinking, based on existing site conditions and operational issues will be necessary to limit capital cost without neglecting the intent of the NSPS/EG regulations. At this time, we have not yet installed the GCCS, so additional information on the operational results of this design methodology will be provided at a later date. However, it is possible to make note that an estimated cost savings of approximately 16% was experienced as a result of employing these design strategies. The cost of GCCS installation can vary from as little as $50,000 to as much as $2,000,000, so this 16% cost savings can vary from $7,500-$300,000. For this site, the estimated cost savings are projected to be on the order of $150,000. In summary, the willingness of landfill owners, operators, and consultants to think "outside the box" concerning GCCS design will determine the cost savings that may be incurred to achieve regulatory compliance.
