Integrated assessment models (IAMs) have been used to estimate foreseeable environmental and human health effects of air pollution, and to identify least-cost strategies to control the emissions. Especially particulate matter (PM) and the related health effects have lately received increased attention. A tool for emission estimation, the Finnish Regional Emission Scenario (FRES) model, has been developed as part of the Finnish IAM of PM. FRES calculates the annual emissions of primary PM (TSP, PM10 and PM2.5), and the main precursor gases of secondary PM, i.e. sulphur dioxide (SO_2) and nitrogen oxides (NO_x), at point source and municipality level from all antrophogenic emission sources. This paper presents the basic structure of the model and the emission calculation results for the base year 2000. The basis for the sector division used are discussed. The IAM of PM will be used as an assessment and policy support tool on the importance and reduction potential of PM related human health impacts in Finland.
