After the 1980 election cycle the term "gridlock" became a new political code word for the average American (Safire 1993). Just as "gate" became a mega-word imbuing any questionable event or occurrence to greater sinister and scandalous portions, theword "gridlock" has come to epitomize the lack of policy action on major issues by the United States Congress.Binder (2000) stated that "Gridlock is not a modern legislative invention... Alexander Hamilton was complaining more than two centuries ago about the deadlock rooted in the design of the Continental Congress. In many ways, gridlock is endemic to our national politics, the natural consequence of separated institutions sharing and competing for power." While gridlock may have been designed into the US political system some two-hundred and twenty plus years ago, media headlines often make it appear as a recent phenomenon.
