FIS - the Special Information System of the Vienna Municipal Department for Environmental Protection A Flexible Internet-based System for Environmental Data

FIS (german: Fach-hiformations-System) is a special information system for staff members at Vienna's Municipal Department 22 -Environmental Protection. It was developed to provide easy access to all of the department's digital data, especially to spatially related information. The project was carried out by the Regional Science Institute at the Vienna University of Technology with the objective to create an information and query system fit for everyday use. The tools attached to the system are particularly useful for "non EDP experts" seeking information on issues specific to individual areas. The system as a whole is to support information networking by making the available data more comprehensible. This is further emphasized by the fact that FIS will become a standard tool for all information concerning individual areas. With this scenario of tasks in mind it seemed only logical to develop a system based on Internet technology. A conventional Internet browser provides all the structures and resources which are considered suitable for exploring and utilising the data supply to the full extent. For maximum user acceptance of the system a number of requirements as set out below had to be complied with: 1. easy handling based on familiar web browser - user interfaces and attached FIS components, 2. choice of subject matter and area of interest within a framework set by the authors of the system, 3. high quality of orientation throughout the entire system provided by a clear hierarchy of access according to content, 4. use of HTML links as references to documents within and outside FIS, 5. adequate support of basic analytical approaches, 6. integration into existing software at Municipal Dept. 22 (e.g. using information for office applications).
