ITU-R HANDBOOK ON SPECTRUM MONITORING

Spectrum monitoring can be defined as a process of observing the radio frequency spectrum and reporting on the use of it. As telecommunications are developing very fast, also radio monitoring has to follow these developments in order to have sufficient techniques to be able to be in a position to advise about the use of the frequency spectrum. For this reason, ITU-R Study Group 1, decided in its meeting in Assen, The Netherlands, 1999, to review the bestseller of all ITU-publications, the Spectrum Monitoring Handbook edition 1995. As already stated, spectrum monitoring observes the frequency spectrum and reports on the use of it. As frequency managers were assigning frequencies to the various users, due to the very important impact of telecommunication on to days economics, theoretical planning is not enough anymore. Knowledge on the actual use of the spectrum is needed. Also for enforcement purposes, radio monitoring is important in order to report on the possible misuse of the spectrum. For licensing purposes the monitoring service can contribute via occupancy measurements.
