TIME DETERMINATION FOR HIGHWAY CONSTRUCTION CONTRACTS

Determination of contract time for highway construction and refurbishing projects has always been a concern of state departments of transportation. Traffic disruption, road user costs, legal action and claims, and the introduction of incentive/disincentive clauses have reinforced the need for more reliable contract time determination procedures. In this research current methods of contract time determination in several states were examined. A procedure was developed to help determine contract time for highway construction projects. In this procedure the actual logic of the scheduling of construction activities and their relationships are taken into consideration. The application of the new procedure was demonstrated by two example highway construction projects. Database management software was developed specifically for use by the West Virginia Department of Transportation (WVDoT) to update and maintain production rate information for work items in various project categories. Although the computer software that was developed in this research is specific to the production rate collection and maintenance effort in West Virginia, it can be modified by other states to reflect their own specific needs and conditions. However, the guidelines for contract time determination developed in this work are general and may be followed by other state contracting agencies.
