The Melding of Commercial and Military Aerospace Safety Standards in New Military Aerospace Programs

As the complexity of aerospace systems such as aircraft and avionics increases, the traditional methodology used for system safety begins to breakdown during the analysis of ever more integrated functions and hardware. In the commercial arena new methods and requirements have been developed to assist system safety engineers and system engineers in designing safe systems with high reliability and robustness. While the military procurement process has not yet embraced these new methodologies they still excel in monitoring and improving hardware that has been fielded. In the design and development of first fly-by- wire helicopter to enter the Army inventory it was decided to meld the safety standards used by both commercial industry and the military. The UH-60M Upgrade Blackhawk helicopter is the first to use this blended standard for the design and development of this advanced weapons system. The best of SAE ARP 4754, SAE ARP 4761, and MIL-STD-882, have been put into practice and has developed an innovative methodology in categorizing hazards and determining a new way to review future hazards of fielded systems. This paper will go into the details of this effort and how future programs should embrace this method of designing safety into new complex systems.
