To realize the coordination between controlling the environmental risk caused by railway dangerous goods station (RDGS) and improving the efficiency of the whole dangerous goods transportation system, a bi-level programming model for optimizing the distribution of existing RDGSs is constructed concentrating on such two sub-problems as adjusting the location of existing RDGSs and adjusting their business lines. Using the Kuhn-Tucker condition of the lower programming, the bi-level programming model is transformed into single level one. Then, the solution strategy based on Genetic Algorithm is designed for the single level model, and the models and solution strategy prove feasible and effective by a computational example.
