Theorists promoted the development of organizational structures theory and performance management theory by sustaining seeking after the realization of organizational strategies, the gain of corporation's core competences and sustainable competitive advantages. However, the existing managerial theory shows that the research on performance management combined with the new phenomena of modern organizational structures is few, and there are fewer works on the emergence mechanism and the cooperation method for organizational performance management systems guided by the academic conclusion of systems science. In order to study the emergence and the cooperation of performance management systems for the complex structure organization, by analyzing the meaning of cooperative performance management and the requirement for the emergence to cooperative performance management, the main logic of cooperation based on emergence was put forward; according to the general frame, cooperation frame of CPMS was designed in the thesis.
