Problem structuring model for Hidrographic Basin Committee

The water management involves an environment full of uncertainties and vastly complex, because the decisions reveal society's values. For this, the paper aims to propose a problem structuring model to assist a hydrographic basin committee, based on the Strategic Options Development and Analysis (SODA) methodology, through the use of cognitive maps. The model helped a hydrograph basin committee better understand the water management problem, in order to facilitate the decision making process.
