摘要

Education equality involves equal fights to education and equal opportunity of education,which can be further divided into three phases: fair education starting point, fair education process and fair education outcome. Under the perspective of equal education opportunity, the policy of free education for the students at the normal universities directly under the Ministry of Education would fail to enhance education equality. Should there be no elaborate follow-up policies, such a free education would create inequalities in education opportunity.
