Behavioral Choice of Administrative Subject: Ethical Perplexity and Countermeasures

Administrative behavioral choice is an actual issue an administrative subject will have to handle in the administrative process. It seems that an administrative behavioral choice is made by an administrative subject in the administrative process,but in essence it is the process for the administrative subject to judge and chooses among an array of complex and even confronting interest relations and ethical values. Behind the difficulty in behavioral choice is in fact the complexity in ethical choice,because an administrative subject is often caught in an ethical perplexity in making an administrative behavioral selection. This paper will analyze the reason why such ethical perplexity occurs and the forms it may take,with an attempt to discover how an administrative subject will step out of such perplexity and provide them with some suggestions and reference,using the Marxism as the guidance,and the basic theories of ethics and administration.
