摘要

Investment in science development is a critical and basic factor for successful implementation of all kinds of science development. As guider and policy maker,government is responsible to make strategy policy for science development in state and the area,which means,from view of national or regional economic development; government shall realize the importance of investment on science. Based on the diversity and various advantages of different regions,and cooperate the joint effort from community,so far,government can play a role as a macro strategy maker,which promotes positive activities and motivation in all kinds of organizations and enterprises and establishes science investment system in an Innovation Government.
