Judging the abnormal track of large number of boats by using radar electronic parameters

In most of the countries, the Coast Guard Administration (CGA) is the law executor on sea which uses coast radar to monitor the situations of boats. The boat situations include power lost, wreck, smuggling and rescue. Objects can be found on the scope with the reflection of electromagnetic wave and the information can be used to judge whether they are threatening or not. But it is not able to provide accurate judgments because the factors of climate or distance will influence the precision of detection. In this paper, we present a different strategy to improve the precision of detection for surveillance. This approach uses the parameters of radar electromagnetic wave such as RF, PRF, PRT, PD, ST, SC, DF which can be treated as fingerprints of boats. The reason of using these parameters is that it can distinguish the track and position of boats on territorial water because these parameters come from object's own radar system. The database from the detection of the boat's parameters will be used for comparison and analysis. In this paper, we present a method to analyze the data of coordinate, boat name and time. The proposed algorithm will show the unusual tracks from large number of boats and choose the abnormal objects to judge whether this boat is in a legal and safe sailing or not. This study can decrease the difficulty on sea surveillance of CGA and provide a method with big data to enhance effective of coast guard on territorial water.
