High traffic accidents rate or other traffic safety issues are always critical problems for city development. More urban manager have realized that the traffic safety needs to be considered during planning and many countermeasures have been implemented. However, there is a lack of methods to evaluate the effectiveness of safety planning. The fuzzy method is proposed in this study with the purpose to evaluate the midland city safety planning in China. The planning procedure and measurement is firstly analyzed and the membership function is then built. The fuzzy methods results by using the data of case city revealed that the safety planning is effective. This finding is consistent with the actual traffic accident decreasing trend. The methods discussed in this study could be extended to National wide safety planning evaluation or could also be the reference for other cities when designing their safety strategies.
