Taking advantage of a genetic algorithm based bi-level programming solution to find the optimal scheme for second-best road pricing. The highlight of the work is a case study using the actual Nagoya metropolitan area road network instead of a numerical network. The effectiveness of the method is evaluated for this network by comparing 3 cordon pricing schemes with optimal tolled schemes having the same number of links. The results show that under a situation with the same number of links, the scheme using optimal toll points works better than the cordon pricing scheme.
