Flood waves due to dam failures may cause several damages to properties, infrastructures, economical activities. Dam risk is here defined as the total damage caused by the failure of a specific structure and is evaluated on the basis of hazard, vulnerability and exposition. A strict evaluation is very expensive in terms of manpower, data entry, and time. The large number of small and medium dams built in Europe requires a synthetic methodology. Based on a properly developed numerical lab, this paper present a simple, but scientifically based analytical procedure to assess flood intensity and risk of small and medium dams. The procedure herein proposed is not intend to be quantitative but allows the definition of synthetic index that can be readily used by land managers for planning purposes.
