PPROBLEM TO BE SOLVED: To provide a flooding risk diagnostic system capable of precisely calculating a flooding risk. PSOLUTION: This flooding risk diagnostic system comprises an estimated amount-of-loss calculating means 2 for calculating an estimated amount-of-loss generated in a facility in the occurrence of an overflow of prescribed level from a fragility curve showing the relation between overflow level and damage probability of a flooding route to components constituting the facility and the amount of loss in the damage of the components constituting the facility; and a damage probability calculation means 2 for calculating the probability of a prescribed estimated amount of loss in the facility from the estimated amount of loss generated in the facility in the overflow of prescribed level and the probability of the overflow of prescribed level.
