This article analyzes how a leader in public sector utilizes his/her leadership to promote core values of public servants. Since the emergence of transformation leadership theory in 1990's, the concept of leadership changed dramatically. Under this theory, the criteria for a good leader is if he/she could offer a set of core values to inspire the members in the organization to commit themselves. So, a main function for an organizational leader is related to create, provide core values, and persuade members in the organization to accept and perform them. Moreover, the theorists of organizational culture convince that the leader in an organization is the critical factor to shape or modify the organizational core values. They also believe that in order to shape or modify the organizational core values well, organizational leaders should be the providers, demonstrator, practitioners and advocators of core values.
