The essay goes deep into the influencing factors of technology creation through two mathematics models, exerting the ideology of system analysis and adopting the scientific method of qualitative and quantitative analysis. The article also constructs the frame of system analysis that influence the technology creation of miniature and medium-sized enterprise. Moreover, there are three aspects that include subject mechanism, object system and environment system to be expatiated, not only demonstrating several strategies which promote the development of technology creation of miniature and medium-sized enterprises, but also clarifying the significant points in the following: in order to achieve the technology creation of small and medium sized enterprise, Among them, the idea transformation of concept is the first place, the support of laws should be preconditioned, the maintenance of policy should be guaranteed, the sustentation of technology should be the core of status, and the support of capital should be the leading place.
