摘要

The Photovoltaic Market Transformation Initiative (PVMTI) is an IFC / GEF program, whose overall aim is to accelerate the sustainable commercialisation and financial viability of PV technology in the developing world. US$ 25 million has been made available for investment to assist in this process. Among the large number of proposals received requesting investment in India, 5 projects have been approved by the IFC. All meet the objectives of PVNTI in that they illustrate sustainable and replicable business models that can be financed on a commercial basis beyond the end of PVMTI in December, 2007. For all projects, roll out of marketing networks for PV products, establishment of service infrastructure and widening the scope of micro-credit schemes have been high on the priority list. In addition to accelerating the uptake of "classical" PV products such as solar home systems, PVMTI is also financing projects in India which aim to establish new value added applications of the technology. In all projects, significant importance is placed on systematic recycling and safe disposal of batteries. The first project to be financed in India through PVMTI is the US$ 2.2 million investment in Shri Shakti Alternative Energy Limited (SSAEL), which envisages the establishment of a network of "Energy Stores" across the country, selling PV and other alternative energy products. For the second project, SREI International Finance Limited (SREI), an established finance company based in Calcutta, has partnered with RamaKrishna Mission Ashrama, Narendrapur (RKM), a reputed NGO. With US$ 3.5 million funding from PVMTI, SREI and RKM are to set up a network of Cluster Centres and Youth Clubs in rural West Bengal to install and service solar home systems and other PV applications. RKM will assist with the management of the micro-credit program being instituted by SREI.
