The electric utility industry is currently experiencing rapid changes. New regulations on emissions, independent power producers, open transmission access, and retail wheeling, are forcing utilities to push the envelope further and operate more aggressively than in the past. Like many utilties in the US, Nevada Power Company (NPC) is currently striving to reduce its operating costs to gear up for the deregulation era. In 1994, the system-operations group at NPC implemented a post-analysis progrma to quantify the "actual" system operating costs. The post-analysis report is used in the daily staff meeting to assess the system performance.
