It is proved by experience in many countries that project of water resources regulation storage must be built with project of water transfers over valleys. Especially, underground reservoir is the best way for water resources regulation storage. By multi-year average, the total surplus is about 8.05x10~9 m~3 along the main channel of The Middle Route Project of South-to-North Water Transfers (abbr. MRP). It is necessary to build underground reservoir as man's supplements of surface water resources regulation storage for bringing into play adequately of water resources, optimum of distribution and management of MRP, solving disequilibria of water resources distributing and making rational use of water resources. That will be capable of making limited supply water resources come into being the biggish economic and society benefit by acting of regulation storage underground reservoir. Moreover, it will play an important role to decrease pollution water source of supplying region, improve water quality and prevent from surface settlement. Study result shows that the water regulation and storage of underground reservoir would be considered the most economic and the best rational way for solving season deficiency of water resources of MRP and reservoir water resources from superabundant for shortage. Otherwise, there is superior geologic conditions for forming underground reservoir by regulation storage in North-China region where includes Beijing and Hebei provinces. There is thick pore aquifer of Quaternary in North-china region with total volumes 100x10~9 m~3, which could be used for underground reservoir regulation storage. Furthermore, the vertical hydraulic connection of aquifer of underground reservoir is good; the transmissibility coefficient of aquifer is over 2000 m~2/d generally and unit yield of water is about 40m~3/d.m. The pore aquifer of Quaternary could be object stratum of underground reservoir regulation storage of MRP in North-China region. In the past fifty years, China, Europe and U.S had been experiences successfully on the aspects of techniques of underground reservoir recharge and exploitation, which would be utilized and used for reference sufficiency.
