Research on the Multiple Incentive Model of Mobilization Center

摘要

National economy mobilization centre is a micro mechanism with economic and social benefits established to solve the supply and demand of weapons and equipment, technology, materials and labor resources when faced with war or emergencies. The establishment of an effective incentive and restraint mechanisms for the mobilization centre is of vital importance to maintain the mobilizing ability of the mobilization centre. After analysing the Principal-Agent relationship between the mobilization organization and the mobilization center in the mobilization activity, a multi-stimulating model for the mobilization center is constructed based on the agent-principal theory. In the normal Principal-Agent model, the output is taken as the stimulating variable. However, the degree of hard working for the mobilization center in the peacetime is added into our model as the inspecting variable in order to realize the multi-stimulating. The results show that the monitoring signal improves the stimulating effect of the mobilization center, hence, offers the theory base for the management of the mobilization center.
