The university libraries undergo a period of profound radical changes and a period of great changes due to technological innovations and technological developments, as well as increasing awareness of the Users and diversity of the i r needs in exchange for the emergence of effective and alternative means of collecting information and knowledge. With the emergence of automated information systems and the wide scope of its use, the spread of the Internet and its diversity of services. These structural changes have changed many of the concepts and practices of library services. These changes have been extended to overshadow the Where the role of the information specialists and the tasks entrusted to them were re-examined, which required them to pay attention to themselves and develop their skills so that they could provide the services to the fullest, and it is clear that the librarians faced great challenges in the electronic environment that imposed itself, New skills and behaviors to be able to deal with. In this context, the study aims to evaluate the level of skills of the human staff specialized in the library of Dr. Ahmed Aroua at Emir Abd el Kader University of Islamic Sciences, in order to assess the actual level of identification of weaknesses. The study will use the case study as a main tool for collecting data. Practical proposals that identify the mechanisms and programs that decision-makers in the library will use to improve and deve lop the skills of the human staff in the library so that they can provide the best services and adapt to the vocabulary of the electronic environment that strongly imposes itself.
