Despite the significant road safety benefits which can be delivered by properlyrntargeted road engineering interventions, Road Controlling Authorities (RCAs) havernno clearly expressed duty in New Zealand (NZ) law to consider and implementrnmeasures to address road safety risk.rnAs part of the development of a New Zealand Road Safety 2010, Strategy strongrncommunity support was evident for a structured approach to address roadrnengineering safety issues. The method of achieving this was seen as through thernadoption of Safety Management Systems (SMS).rnThis paper describes what a SMS is, what are its benefits and what it shouldrncontain. The model used to implement “best practice” SMS within NZ RCAs is alsornpresented. This paper is intended to showcase and create discussion on therninnovations in road safety engineering that have come out of a SMS developmentrnand implementation project involving a majority of NZ RCAs.
