Smart Planning for Special Events

Special events are becoming more frequent and are increasingly impacting our surfacerntransportation system. In many regions there are more special events each year than there arernnormal peak period traffic flows.rnThis paper focuses on planning for special events. A definition for special events is proposed,rnand impacts of special events on normal traffic flow are described, so that the reader mayrnunderstand the disruption caused by special events. Regional goals effectively managing trafficrngenerated by special events are presented and discussed. Issues related to stakeholderrninvolvement are presented. Four measures of success are described, including: ProgramrnPlanning, Event Operations Planning, Event Activities, and Post-event Activities.
