Perfecting the Use-and- Pay System for Water Resources in China

摘要

The necessity of perfecting the Use-and-pay system or Users Pay Principle (UPP) system for water resources in China is first analyzed. The experiences of practicing UPP in the past 40 years are summarized, and the main problems existing in the actual system are also pointed out. In terms of the characteristics of accounting material object and value amount of water resources comparing with other natural resources, some measures and methods of perfecting actual UPP system are proposed in the paper
