In Osaka City, a new urban center is being developed in the waterfront area to decentralize the excessively concentrated business activities. In order to connect the newly developed center and the existing urban center, two subway lines are being planned. Future railway plans are in Osaka City's Master Plan, which comes from the Report No. 10 of the Council for Transport Policy issued in 1989. One of the two subway new lines is now planned along the north-to-south corridor in the east area of Osaka City.
