CSO Long Term Control Plan Revised Based on EPA’s Integrated Planning Approach for Accelerating Environmental Improvements

The recent (May 2012) development of an integrated planning framework by the United StatesrnEnvironmental Protection Agency (USEPA) can provide the following important benefits tornutilities:rn1.Ability to combine wastewater treatment, Combined and Sanitary Sewer Overflow (CSOrnand SSO) control measures, stormwater management, green infrastructure and costs inrnthe same plan and to get the most cost-effective use of limited dollars and prioritizernenvironmental solutions.rn2. Encouraging a new “partnership” way of doing business.rn3. Allowing flexibility to change plans and permits based on future regulations.rn4. Accelerating improvements to receiving streams and potentially reducing costs.rnThe City of Lima, Ohio’s (the City) Long Term Control Plan is using USEPA’s integratedrnplanning framework to maximize pollutant reduction on a holistic scale and provide anrnassociated affordability approach to extending the timeline for improvements in order tornestablish a plan to meet regulatory compliance. If approved, this plan may become the model forrnall communities that manage CSOs and/or SSOs and stormwater.
