Potential Remedial Options for a Site with Groundwater Adversely Affected by Coal Combustion Residuals

Given the State regulations and the CCR Rule, operators of coal burning power plantsrnhave to assess whether their past and on-going CCR disposal practices have adverselyrnaffected or threatens to adversely affect off-site water quality. CCR disposal sites differrnin the nature and amount of water quality degradation as well as important factors suchrnas depth to water table, distance to water bodies and site boundaries, and the naturalrnattenuation capacities of the soil and rock strata. If downgradient groundwater quality inrna usable aquifer or surface water quality have been or is likely to become contaminated,rnremedial measures may be required. So far, operators have basically relied onrnexcavation and removal of the CCR material, capping, and MNA to deal with thernproblem, but there are potentially more cost effective options available that have beenrnsuccessfully used at other hazardous waste sites that should be considered.
