Empirical study on the utilization and management of collective construction land in the urban planning area

Taking Nantong's Chongchuan District for example, the paper analyzes the actualities of utilization and management of collective construction land in the urban planning area, and then put forward some suggestions: insisting on intensive and abstemious principle, to strengthen the management of it; consolidating support of policy, to give necessary support to collective economy organization using it in the urban planning area; innovating expiation ways of confiscate land, to let collective economy organization reserve part of construction land; controlling the scope of confiscate land, to take market's way with profitable item when using land; accelerating policy research, to carry out legal circulation as soon as possible.
