Sewer Easements in the Urban Environment

In order to understand the need for Sanitary Sewer easements it is necessary tornunderstand what sewers are used for, how they work, what they are made of, how theyrnwere constructed in the past, how they are constructed now, how they fail, and why wernneed access to them. This paper addresses these issues and the conflicts inherent inrnmaintaining sanitary sewer easements in a congested urban environment. Examples arerngiven of conflicts between easements and development, and innovative ways that havernbeen used in Los Angeles to resolve land use conflicts, including the use of no-surfacerightrneasements for major sewers.
