PROBLEM TO BE SOLVED: To establish quality control for realizing carbon neutral in each party involved in the distribution of carbon neutral LNG. SOLUTION: A gas company R3 mainly adjusts the calorific value of carbon-neutral LNG received from a supplier R2 to produce a city gas (adjusted gas) having a calorific value suitable for an end user R4, and also uses the city gas as an end user. The first operation of sorting and supplying by supply unit for supplying to R4 and the second operation of issuing a carbon-neutral city gas supply certificate on the premise of receiving a third-party verification report will be executed.
