Provided are a porous carbon-based metal catalyst and a preparation method therefor and an application thereof. The preparation method comprises: after cleaning micron-sized porous carbon, sequentially performing activation, surface corrosion, nitrogen doping, and graphitization treatment, then performing sensitization treatment, and performing treatment such as catalytic metal loading and reduction to finally obtain the porous carbon-based metal catalyst. The porous carbon-based metal catalyst has excellent catalytic performance and is particularly applicable to a reaction for producing hydrogen by efficient catalytic decomposition of ammonia borane. Moreover, the metal catalyst is not easy to deactivate, and is easy to regenerate after deactivation. Moreover, the preparation method for the metal catalyst is environmentally friendly and suitable for large-scale production, and has a wide application prospect in the fields of hydrogen fuel cells, etc.
