This asset value assessment system for assessing the asset value of a pipeline comprises a control unit for executing predetermined arithmetic processing, and a storage device accessible by the control unit. The storage device stores a database containing attribute information about the pipeline, water supply unit price information, and cost information including the cost required for laying the pipeline and the cost required for maintenance and management. The control unit calculates an expected return on the pipeline using the attribute information and the supply unit price information, calculates the life-cycle cost of the pipeline using the attribute information and the cost information, and assesses the asset value of the pipeline, on the basis of the expected return and the life-cycle cost.
