Provided is a relevance evaluation device comprising: a first calculation unit which calculates a first vector for each of one or more sets of targets belonging to objectives of sustainable development goals (SDGs) on the basis of a list of vectors which express keywords for the set and a list of weights for each of keywords relating to the list of vectors; a second calculation unit which calculates similarity to the first vector for each second vector which expresses each word extracted from a description sentence of each of one or more services; a third calculation unit which calculates a third vector for each combination of the service and the set on the basis of a part of the second vectors which are of the second vectors for each word extracted from the description sentence of the service and have higher similarity relating to the set; a fourth calculation unit which calculates, for each combination, similarity between the third vector calculated for the combination and the first vector for the set relating to the combination as relevance between the service relating to the combination and the set; and a learning unit which changes the list of the weights when the value of an objective function, which inputs each piece of the relevance and information indicating the set to which each service contributes, does not satisfy a convergence condition, thereby supporting determination of the targets of the SDGs to which the service contributes.
