A method of estimating the state of charge of a secondary battery which has high estimation accuracy even as the secondary battery deteriorates is provided. Furthermore, there is provided a system for measuring the capacity of a secondary battery in which SOC is estimated with high accuracy in a short time at a low cost. If the capacity of a secondary battery can be estimated with high accuracy, anomaly detection can also be performed based on the value. A novel method of abnormality detection of a secondary battery is provided. In the charging method of the CCCV charge, the CC time and the CV time are used as learning parameters to build a learning model.
