PROBLEM TO BE SOLVED: To automatically attach captured image data to 3D point cloud data. SOLUTION: A model generator acquires 3D point cloud data generated by 3D scanning a feature by a laser scanner, and an image pickup device acquires captured image data generated by imaging the feature and obtains a 3D point cloud. The segment that constitutes the feature is detected from the data, the point cloud segment information including the information about the point cloud data of the segment is generated, the segment that constitutes the feature is detected from the captured image data, and the image data of the segment is related. Generates image segment information including information, associates point cloud segment information and image segment information generated from a common segment, and associates the point cloud data of the segment indicated by the point cloud segment information with the point cloud segment information.
