A bottom boundary layer in-situ observation system suitable for shallow-water viscous seabed, and an arrangement method therefor. By means of freely assembling stainless steel pipes, an instrument arrangement area (5) and a turbulence-free observation area (6) are constructed, integration of various instruments is achieved, and a turbulence influence of an instrument rack body on an observation space is avoided; the instrument arrangement area (5) can be adjusted and combined according to user requirements; supporting legs of a observation rack and top ends of bottom columns are systematically fixed by means of foot plates, limitation by the weight of the observation system itself is avoided, and defects of a settlement plate are overcome. All the components are convenient to replace or maintain, the cost is low, said observation system can be widely applied, and the problems in terms of full-layer, multi-parameter, continuality, stability and high costs of bottom boundary layer in-situ observation are effectively solved.
