The present invention discloses an energy management device and an energy management method for operating an energy plan by calculating an energy production that minimizes user inconvenience and energy cost. An energy management apparatus according to the present invention includes: a discomfort function calculation unit for calculating user''s discomfort information as a discomfort function using hourly heat demand and energy production; a cost function calculator calculating energy cost information as a cost function by using the hourly energy production and energy cost coefficient; an objective function calculation unit for calculating a minimum value as an objective function by using the calculated bias function and cost function; and an energy production calculation unit for calculating the hourly energy production in which the user''s inconvenience and energy cost are minimized by the calculated objective function. According to the present invention, an energy production that minimizes user inconvenience and energy cost is calculated, and an energy plan is established and optimized using the calculated energy production amount.
